While solving a case, magistrate Lu Haisheng saves Hai Lanzhu, a dragon lady who came from the Heavens to make rain. Hai Lanzhu decides to stay by his side and accompany him in order to repay the gratitude. The two gets embroiled in a web of mysterious cases, and fall in love in the process. Finally, Hai Lanzhu decides to gift Lu Haisheng her dragon eye to help him tide over a difficult time.
